In a significant policy shift, Girlguiding UK has declared that transgender girls will be barred from joining the organization. This decision aligns with a Supreme Court ruling earlier this year which clarified that terms "woman" and "sex" in the equality law refer to biological sex. With approximately 300,000 members in various groups like Rainbows, Brownies, Guides, and Rangers, this change marks a pivotal moment for the UK's leading charity for girls.
The decision wasn't made lightly. A joint statement issued by Girlguiding’s chairwoman of trustees, Denise Wilson, chief executive Felicity Oswald, and chief guide Tracy Foster highlighted the complexities brought on by the ruling. They stated that many organizations are struggling with similar decisions and stressed that Girlguiding will now limit membership to "girls and young women," as defined by the Equality Act of 2010.
Unsurprisingly, the new policy has been met with controversy. Trans rights campaigners have accused Girlguiding of excluding young trans girls due to societal prejudices and institutional pressures. In response, Girlguiding emphasized its commitment to inclusion and support for marginalized groups. They announced plans to establish a task force aimed at finding ways to uphold these values.
“Girlguiding believes strongly in inclusion, and we will continue to support young people and adults in marginalized groups,” read part of their statement.
While new membership restrictions take immediate effect, the organization stated that current members would not face immediate changes. Details on how existing members will be affected are expected next week.
Despite the policy shift, Girlguiding remains confident that adult volunteers will not be required to leave, as most roles are universally open. For young members, however, the rule is clear: trans girls and young women not recorded female at birth will no longer be eligible to join as new members. Interestingly, trans boys recorded female at birth can continue to join the organization.
Currently, they do not track gender identity data, and thus the number of affected members is unknown. As the organization navigates through these changes, it reaffirms its dedication to its core values of dignity and respect for all.
