Spokane's Infamous Kevin Coe Nears Release

After decades behind bars, Kevin Coe – infamously known as the 'South Hill Rapist' – is poised for release from the Special Commitment Center on McNeil Island. Coe, whose crimes terrified Spokane in the late 70s and 80s, is expected to transition to an adult family home in Federal Way, Washington.

The Washington Department of Social and Health Services (DSHS) announced that Coe, now 78, has an unconditional release hearing scheduled for October 2. This decision follows evaluations that concluded he no longer meets the criteria for civil commitment as a sexually violent predator. If the order goes through, Coe could be released within 24 hours, heading directly to a care home in the 30th Legislative District.

Community Reactions and Legal Challenges

The news of Coe's impending release has stirred significant unease, particularly in Federal Way. Mayor Jim Ferrell's office confirmed that Coe would reside at Win Win Adult Family Home and remain a registered sex offender. Initial plans to inform the community were halted, as notifications are only mandated if an offender is classified as "highly likely to reoffend."

“The only punishment for what he did should have been life without parole. We cannot risk further injury to society by allowing him out,” asserted Rep. Dan Griffey, a notable voice on the House Community Safety Committee overseeing the Special Commitment Center.

Griffey and fellow lawmakers are pushing for changes to ensure communities receive more notice of such releases. Rep. Jenny Graham also voiced her disapproval, highlighting the risks posed by releasing someone like Coe without supervision.

Legal Proceedings and Future Legislation

Cynthia Shipley from DSHS clarified that notifications about Coe's hearing were sent to legislative members and law enforcement, along with victim/witness notifications. While Coe's age and physical condition are factors in his release, his status as a sex offender remains, requiring him to register for life.

The upcoming hearing in Spokane County Superior Court will see a judge evaluate the evidence to determine Coe's fate. Meanwhile, lawmakers continue to work on bipartisan legislation to enhance community notification protocols for future cases.
