Punjab's Game-Changing Cash Transfer for Women

In a bold move to empower women, the Aam Aadmi Party (AAP)-led government in Punjab announced a new scheme, the Mukhya Mantri Mawan Dhiyan Satikar Yojana, on International Women's Day. This initiative promises monthly financial aid of Rs 1,000 to women in the general category and Rs 1,500 to those in the Scheduled Caste (SC). The scheme aims to benefit a staggering 97% of adult women in the state, marking an unprecedented step in women's financial empowerment.

Chandigarh was abuzz on March 8 as Finance Minister Harpal Cheema presented this pioneering scheme during the state Assembly's budget session. The announcement was supported by a substantial budget allocation of Rs 9,300 crore set for 2026-27. Acknowledging the critical role women play in societal progress, Cheema declared, "Empowerment must reflect in tangible financial security and greater dignity for women across Punjab."

Budget Highlights and Eligibility

Along with unveiling this ambitious scheme, Cheema proposed a total budget expenditure of Rs 260,437 crore for 2026-27. He emphasized the government's commitment to responsible fiscal management while boosting economic growth and public welfare. The effective revenue deficit is pegged at 2.06% of the GSDP, with a fiscal deficit of 4.08%.

The scheme is designed to be inclusive, extending eligibility to virtually all women over 18, except for a few categories such as current or former government employees, MPs, MLAs, and income tax payees. Even women already benefiting from social security pensions, like those for old age or disability, are welcome to apply, ensuring widespread coverage.

Wider Impacts and Benefits

The Punjab government's initiative isn't just about immediate financial aid; it's a step towards broader socio-economic benefits. By bolstering economic independence, the scheme is expected to enhance women's roles in household decision-making, improve health outcomes, and inspire higher educational aspirations among girls.

In addition, the popular free bus travel scheme for women will continue, enabling greater access to opportunities and resources across Punjab. Last year alone, the scheme facilitated approximately 12 crore free journeys, underscoring its impact on women's mobility and social participation.
