In a landmark decision, the Seoul Central District Court has sentenced Kim Nokwan, the man behind a notorious Telegram-based sexual exploitation operation, to life in prison. Known for his deceptive claim to be a 'pastor,' Kim led a criminal organization that preyed on over 260 victims. The verdict, delivered on October 24th by Judge Lee Hyunkyung of the 26th Criminal Division, marks a significant moment in a case that has horrified the nation.
Kim was found guilty of a range of charges, including the orchestration of a criminal group, production and distribution of sexual exploitation material, and several instances of quasi-rape. The court further imposed a 10-year mandate for public disclosure and notification of his crimes, alongside a decade-long ban on employment in institutions related to children, adolescents, and people with disabilities. Additionally, he will be under electronic surveillance for 30 years.
Beyond Kim's life sentence, ten accomplices were handed prison terms for their roles in the operation. Notably, Kang, who had been out on bail, received a four-year sentence, which led to the revocation of his bail. The court's statements revealed a chilling picture of criminality: "Over approximately four years and five months, the crimes were repeatedly committed... resulting in a large number of victims." Victims were coerced into recruiting new victims under threat of their nude photos being circulated.
"Kim Nokwan used extremely cruel and malicious methods, sending videos to victims' families and even visiting workplaces to intimidate them," the court noted, underlining the severity of his actions.
The court detailed how Kim produced an astounding 1,700 pieces of child and adolescent sexual exploitation material, involving 70 victims. His tactics included distributing 260 pieces of such material via social media when victims resisted. The case's gravity was no doubt compounded by the horrific fact that Kim himself impersonated the arranged "off-man," raping multiple victims in the process.
Kim Nokwan's operation was marked by a twisted hierarchy – victims were forced to call him "pastor," and his accomplices were given titles like "evangelist." Prosecutors revealed Kim recorded his assaults 362 times, amassing 758 related videos. Adding financial extortion to his list of offenses, he threatened to reveal personal information to extract 3.6 million won from victims.
