Instagram's Troubling Ads: Behind the Investigation

Instagram is in hot water following a BBC Eye investigation that uncovered paid advertisements promoting child sexual abuse material (CSAM) in India. The disturbing findings revealed ads that directed users to Telegram channels, where the content was being sold for small amounts. This exposé has sparked global concern over the platform's content management systems.

To probe these claims, the BBC created a test account in India. Shockingly, within a short span, the account was bombarded with ads featuring adult pornography and, subsequently, those promoting CSAM. In total, approximately 30 distinct ads of this nature were identified. When the BBC flagged one of these ads to Instagram, the platform initially claimed it did not breach their guidelines. However, Meta, Instagram's parent company, later confirmed that several ads were removed and the associated accounts were suspended.

“The presence of such content on Instagram's ad platform is not only alarming but highlights significant flaws in content oversight and automated review systems,” commented a digital safety expert.

Responses from Meta and Telegram

Meta has acknowledged the gravity of child exploitation and assured actions are being taken to combat it. The company admitted its review mechanisms are not infallible, emphasizing its use of automated tools to screen ads pre-publication, alongside additional protocols for identifying violations post-launch.

In parallel, Telegram has stated its commitment to eradicating harmful content. The platform reported removing more than 274,000 groups and channels linked to CSAM in the year 2026 alone. The swift responses from both companies underscore the ongoing battle against online exploitation.

Indian Government's Action Plan

The revelations have caught the attention of the Indian government, which plans to summon Meta officials for an explanation. Union IT Minister Ashwini Vaishnaw has instructed the Ministry of Electronics and Information Technology to engage with the company regarding these alarming advertisements.

It’s not the first time Instagram's content moderation has come under scrutiny. A Pulitzer Center report from April 2025 flagged similar issues, highlighting accounts sharing AI-generated sexualized images of children. This report criticized Meta's ineffective safety systems, particularly following its decision to relax certain content moderation rules in January 2025.

As pressure mounts, this incident serves as a stark reminder of the critical need for robust digital safety measures across social platforms.
